Maximum dimensions; width: 159 pixels, height: 150 pixels, file size: 7.81 KiB.
If there is a lot of different colours then those dimensions with that file size limit is hard.

The easiest way, assuming you are running some variant of windows, is to open up MsPaint. If you cannot find it in your Start Menu, go to the START button, click run, and type mspaint and click OK. Once you open your file, Click Image and select Stretch/Skew and resize until you get what you want.
